Cargo theft has become a growing and costly threat in the trucking industry, with organized crime rings and opportunistic thieves targeting high-value shipments across the supply chain. From food and electronics to pharmaceuticals and apparel, stolen freight results in billions of dollars in losses each year and ultimately disrupts operations and damages customer trust. Criminals are becoming more sophisticated, using tactics like identity theft, fake carriers, and GPS jamming to hijack shipments undetected. To prevent cargo theft, carriers and shippers must adopt a proactive, layered approach—this includes thorough vetting of carriers and brokers, investing in GPS tracking and geofencing technology, training drivers on security best practices, and securing parking in well-lit, monitored areas. Collaboration with law enforcement and industry networks also helps identify threats and share intelligence, creating a stronger defense across the logistics ecosystem.

Assess the magnitude of cargo theft and fraud, and identify the types and tactics most common – including fictitious pick-ups (fraudulent carriers using stolen identities), Double brokering and identity theft, cyber-enabled fraud using spoofed emails and fake documents, and theft during transit or at unsecured facilities

Scott Cornell, National Practice Leader Transportation and Crime & Theft Specialist, Travelers Inland Marine, has been in the insurance industry for 23 years with Travelers and is currently leading the Transportation division. Prior to his current role he conducted investigations for 25 years, specializing in cargo theft and transportation, internal theft, embezzlement, and corporate investigations. Scott helped create a fully dedicated cargo theft unit for Travelers, known as SIG (Special Investigations Group), and is a co-inventor of multiple patented processes for methods and systems providing customized risk mitigation and recovery to an insurance customer. He and the SIG team regularly partner with law enforcement and cargo task forces nationwide. He currently serves as the Vice Chairman for TAPA (Transportation Asset Protection Association) as well as the Vice Chair for the TIA Fraud Task Force. Scott has been an instructor and speaker regarding cargo theft and prevention at numerous engagements, including ATA, IASIU, Miami Dade PD Cargo, Midwest cargo Summit, Texas Cargo Summit, TIDA, TCA, TLC, TIA and the National Cargo Theft Law Enforcement Summit. Scott is also a nationally recognized cargo theft expert and has appeared in CBS MoneyWatch, Squawk Box, Vice TV, NBC, News Now, Yahoo Finance, MSNBC, CNBC, Squawk Box, and the New York Post.

Brittany's career also includes significant roles in the investment sector, where she served as an Investment Professional at Abry Partners in Boston and as an Investment Banking Professional at J.P. Morgan in New York, both in the Tech & Media space. Her diverse background combines a deep understanding of technology, finance, and operations.

Jessica Renner is an accomplished and respected industry expert at Jarrett Companies, where she serves as Cargo Claims and Risk Manager, overseeing the company’s claims program. With more than a decade of experience, she is well-versed in both LTL and truckload cargo claims, skillfully managing disputes and processing with a strong commitment to accuracy and fairness.

In her role, Renner also analyzes claims data and reporting trends to enhance operational efficiencies and develop proactive strategies for loss prevention—particularly in areas such as cargo theft and fraud.

Beyond her work at Jarrett, Renner serves as Director of Communications for ProClaim, the official publication of the CCPAC. She also sits on the Board of Directors for the Transportation and Logistics Council, serving in the role of Secretary.
